...and we did not stipulate the exclusion of Hamas until after we realized that either they would win democratically or that Fatah didn't know enough about democracy to "fix" the elections.
Now the PM's demand seems arbitrarily designed to stalemate negociations or as an excuse to not be envolved in anything that could mess with support for him (from the right or the left) as long as he's in office.

They have lousey rediculous propaganda. They include women as suicide bombers. They dispise Judaism, and are there to prevent it from spreading. Get money from the west to do just that. Gantz, Barak, and Peres might find common ground with them. There are also, many athiest leftists who support these radical very Religious Muslims. So, maybe it would be better if the PLO joined Hamas?

Here is an opportunity to either force Hamas to abandon its destructive goals or demonstrate to the world what it and the PLO really represent - either way vastly improving Israel's international standing and prospects for a peaceful future - and Netanyahu refuses to take it! This is not a national leader, only a settler in a suit.

You have to give Hamas terrorists credit for one thing. At least they are honest. They want to commit genocide against Jews and they say so clearly in all languages.
Fatah and the P.A., on the other hand, speak of their desire to commit genocide against Jews mainly in Arabic. Yet Fatah and the P.A. have maimed and murdered far more Jews than Hamas and Hizbullah combined,. They are the most dangerous terrorists of all.

Orly, Under the agreement signed in Oslo Hamas would have had to renounce violence and accept the agreements signed in order to be allowed to be in the election.
As it was Fatah miscalculated and Hamas gamed the system, causing them to get into power.
For every choose role Hamas put up more candidates than Fatah who did not expect to have to fight for them.

... Actually Fatah still maintains its pledge to erase the Jewish state from the planet - that is still in the PLO Charter which is the root organization of the PA, who has dodged amending the charter as per the Oslo Accords. Just FYI.
Hamas didn't "game" anything. Neither Hamas nor Fatah wanted the elections as neither terror group understood how democracy works. Hamas came out pleasently surprized and Fatah disappointed but resolute that this would "move things forward." The killer for the Fatah was when Israel and the US state dept. said "Okay, scratch that, you did it wrong, you gotta figure out a way to exclude Hamas..." it was that duplicity that hurt Fatah more than winning only 30%. They were just trying to play ball at the time.
Meanwhile, the UN, the US and Israel all carefully observed the electoral process from beginning to end, "unfortunately" insuring its absolute democratic nature - but not one voice of objection was raised by anyone (not even an eyebrow) about the participation of Hamas until after the elections and Hamas's declaration that talks were out of the question.
Interestingly enough, Hamas has learned about pandering to its electorate, the Fatwas reduced to mere opinions (not even suggestions), religious coercion is now gone, and it has long been asking to be part of negociations and break a 50 year streak of no compromise. Will they still execute an Arab who sells land to a Jew? Yes, as will Fatah and even our dear peace partner Jordan.
Reality is that your historical recitivism is insulting to all of us, and that Michael in Haifa (#4) said it best: "Talks? ... as if Netanyahu has any intentions of talking to the Palestinians with or without Hamas."
