persian catski, it was the West that developed your oil retreiving capability. For domestic use, your oil is shipped out to be refined into gas, because you can't do it yourselves. What I am driving at is that without alot of outside help, the only native iranians who would benefit from your oil are the camels. In conclusion, you don't know the capacities of the US Navy.
