I am not an international lawyer. Article 80 of the United Nations Charter talks about "Trusteeships," not Mandates. According to information I read, some advisers in the Truman administration counseled "Palestine" be put under a United Nations "Trusteeship." Trusteeship replaced Mandate in United Nations' parlance. Ban might argue a Trusteeship is not a Mandate. What would be your response?
