strange as it may seem, it does make sense for ahmadinejad to double the military budget. sanctions will only increase the already high unemployment rate, putting more disgruntled people on the streets. putting them into uniform reduces unemployment, but also increases the government's control over them in a way that you cannot do with civilians. and he can pay for it either by printing more money, or depleting his foreign currency reserves, or borrowing - he can always negotiate a default later, if there's anything left. but it doesn't matter, because the first priority of any organism, including political ones, is self-preservation.
