Sometimes it is simply not feasible to go after these surrounding spectators who laughed and did nothing, because their attorneys have lots of means at hands to render any attempt to punish them, impractical. So prosecutors often decide to make deals or to only focus on the really important core of the issue, neglecting all the other aspects of it.

In our American military, we are authorized/ordered to shoot to kill, anybody we see in the process of rape, male or female, if not able to immediately stop it without it.
