"Open area" refers to areas that are not populated. This is where the 'enemy' was located when it carried out the attack. Israel needs to differentiate between the two (open areas and populated areas) because of the constant criticism from the international community when the IDF responds to terrorists attacking from 'populated areas' like school yards and mosques. The IDF is not wasting ammunition on empty fields.

Since 2005 the Gaza Strip has been evacuated to the last Israeli soldier; the targeted unit was patrolling the Israeli side of the border, so it is not an act of terrorism having been directed against an enemy military target and not towards civilians as usually your "freedom fighters" do, but it is anyway an illegal cross-border attack against legitimate border patrolling by the IDF.
