How would you know if the Sherut taxis are full on Shabbat, after all you dont travel on this day.

@29 - Not everybody has their own car not to use on Saturday - and just because you live in a moderately orthodox area of Modiin doesn't mean that Sheruts are not being used - in Tel Aviv there are more passengers than Sherut taxis available for them! There are any number of areas NOT serviced by Sherut Taxis - for example Ramat Gan There are any number of non -political, non religeous people who are trapped on Saturdays without any form of transport other than private taxis There is no reason why there should not be public transport everywhere in Israel on Saturdays as long as respect is also shown for the observant (i.e. nobody should be forced to work on Saturday and buses should not go through clearly religeous areas)
