If spineless cowardly leaders keep firing back at empty fields and empty tunnels instead of flattening Gaza once and for all, why shouldn't they continue shooting rockets? There's nothing keeping them back. Even if someone do get caught, they know it's only temporary and will be out within a few months or a year.
