I also have worked in development (the proper term for those developing NGO funding) and I agree there is a need to educate Israelis on how international development cedes into law. There is a HUGE problem with the lack of oversight and standardization of practices within Israel and in fat, currently there is massive corruption and therefore solid reluctance to participate in the market. I have attempted to develop funding between Israeli NHOs and philanthropic institutions in the US and the main problem is the absolute absence of accountability inside Israel. The main stumbling block are the many so called "charities" used as fronts. Also, many are used to move money across borders. I strongly suggest Israel mask use IRS 501c3 laws pertaining to oversight because this is will go far to motivate Israeli ors to create some sort of verifiable credibility within. That will build some trust. As things stand, even the government is reluctant to do anything to stop the massive cash flow from US taxpayers assuming they can write off these donations. Beyond Magen David Adam, few really have US IRS non profit status, no matter what BS they say.

The salaries are high, since no taxes are paid, I guess. But I see so many new charities opening all the time for Jews, in Israel and abroad, making lots of people rich, while none of these charities really are making money for others or very few are, sadly. Till this lie is changed, there is no point to getting more money to these charities. Even the Jewish Federation in USA gives something like 5 cents out of each dollar to Israel (even though they collect money FOR Israel.) And the salaries of these workers are well over average salaried employees for the same work in a regular company.
