Iran already has enough 20% enriched Uranium for 4 nukes (just 1 is enough to wipe pout Israel). So even if they stop now, wont make any diffrerence.

For any rational Western nation, this plan would probably work. However, Iran is not such a nation, and the plan doesn't give any punishment measures if Iran doesn't comply with the plan. What if Iran enriches at 21%, will it be ok to attach their facilities then (assuming they're not to buried)? Or will Iran just receive a letter from the IAEA telling Iran how disappointed it is that they're not following the plan?

Meaningless in the sense that Iran will continue to stockpile Uranium, use laser centrifuges, continue to build enrichment facilities, continue to build the solid fuel IRBM and develop ICBM, build the modified nose cones.
