Actually, what happened was that the IDF went into Arafat's barracks took his papers and found his signature on financial orders used to buy equipment for the bombings. This completely discredited him at the peace table and brought about Bush's letter to Sharon that said that the 1967 lines are not realistic. Therefore, the Palestinians (those who are paying attention anyway) saw that they have something tangible to lose by terrorism.
