There is no reason to provide civilian law to the West Bank because they are not governed by the Israeli police nor any part of Israel. By precedent and laws governing war, placing the region under military law is justified.
Under military law, housing permits and other facets of daily life are handled differently than under civilian control, mostly because a current war is still going on, despite the facade of peace based solely on Israel's ability to find and neutralize terrorist threats repeatedly.
There is NO obligation for Israel to provide building permits at all, especially when doing so could prejudice future talks with the "Palestinians", unless of course, permits were equally available to settlers which already have a limited right to expand based on Arafat's acceptance of the Oslo Accords.
Regarding the US school and power plant in Gaza - tough luck. The US should have demanded that NO terrorist activity take place near any US-funded infrastructure, and if they did, you know the "Palestinians" wouldn't accept it. Hamas has repeatedly used UN infrastructure and no one says a word, even though its a war crime.
