In countries who no longer have strongmen like Assad to rule through fear and are not rich are easy pickings for a Saudi superstate. Already Saudi Arabia has the biggest and most modern air force and navy in the Middle East and the other Gulf states are all armed with American and European weapons. If Syria, Egypt or Jordan can be talked into becoming part of this superstate it allows a huge arab superpower right up to Israel's border. The IDF needs to start buying more weapons like long range fighter bombers and invest heavily in the navy who can take the fight to the enemy.
