The truth is that an overwhelming majority of the refugees are indeed "economic migrants". Anyone telling you otherwise is fooling you. You only have to go to Eritrea and talk to the youth and they all want to leave because of what they perceive to be bountiful economic opportunities abroad. If people really addressed the problem the country is facing, which is the endless "no war-no peace" paralysis due to the never ending border conflict, these refugees would stay put in their country. There would be no need for endless military service. By the way, don't believe all those refugees who claim to be Eritreans are actually Eritreans. Many Ethiopians have been known to claim to be "Eritreans" because they are instantly given refugee rights. These foreign NGOs simply want the money to continue to pour in so they're willing to keep the lie going.
