In a 1 km zone all buildings except the newest ones must be razed. A carefully planned huge park to be constructed. Modern hotels - not skyscrapers - and representative residential buildings with restaurants and cafes are to be created. Instead of present day's chaos, of skyscrapers and XIX c. huts.
