I know the Mossad already spies on Germany, but its mainly industrial espionage, especially computer secrets. Its capable of penetrating the country and getting this info if necessary. All it needs to do is electronically breach the computer systems of the archives where its being kept, perhaps with a little recruited inside assistance.
