In my opinion, a year is more than enough time to analyze problems with the system and order work to fix it. If not, what the hell has Yishai been doing for the year?? If I was hired to do a job and I didn't get anything done in 1 month, let alone a whole year, I'd have been fired!! It's easy to blame it on his predecessors, and had Yishai been in office for 3 months or less I would agree with you. But it doesn't work here.
