The Iron Dome is programmed only to intercept rockets heading towards cities and towns deeper in the Negev. These border guards were patrolling in a relatively open area on the border, and the communities shelled were also on the border. First off, the Iron Dome does not intercept mortar shells. Secondly, when the range is so close, the rocket does not travel and climb sufficiently far enough for the Iron Dome to lock on and fire. The Iron Dome is good for protecting most of the Negev and its cities, but the border communities on the edge are outside its protection.

The rockets are likely aimed at provoking Israel into actions that will cement Egyptian support for the Brotherhood/Hamas and cause a war. If Israel finds itself at war with an Egypt ruled by the Brotherhood, that may be just the time to push the population out of Gaza and into the Sinai.
