The article is incorrect. Israir already bought Airbus A320 aircraft; there is no Boeing monopoly. To say that Airbus is clearly superior to Boeing, or vice versa would be a gross misunderstanding of the two companies and their products. I woul also add that both companies source parts from all over the world. Boeing's 787 jet has a lot of major structural parts built in Italy by Alenia. My own guess it that Arkia got a good price on the A320. It is a fine aircraft and will serve the airline well.
