Not only in Israel you can see civilians with guns, also in Switzerland. Both countries issue guns to their soldiers. In Israel, when you have a gun (and do not leave it at the army base) you have either to lock it up in a safe or carry it with you all the time, also in civilian cloth. In Switzerland, where he gun is issued to each soldier, you keep the gun at home, but no amunition. nevertheless you have to go to the shooting ground at least once a year and complete a shooting exercise - as to not forget what you learned in the army. it is not uncommon to see a swiss with a gun on sunday morning pedaling in direcxtion shooting range! In both countries there are very few shootings of civilians, not like in the US!

The reason Israeli soldiers carry their weapon when their not on duty is so that it doesn't get stolen or lost. There is a very strict penalty for a soldier who loser his/her gun.

Perhaps she was planning to head straight for her base following a brief respite at the beach. Depending on where she is stationed, the rifle is necessary. Moreover, Israeli soldiers are required to keep their rifle on their person at all times -- even at the beach. She wasn't toting it for show.

any Israeli soldier is required to carry their weapon off base and they do not have to be in uniform. when a terrorist cares not when or where he or she murders Jewish civilians we must be at the ready at all times.

the idf rules have changed through the years. in 1950's all idf soldiers were required to have magazines with them and guns always loaded. my reserve duty finished long ago so i do not know what is ok now.

why Israeli soldiers (are allowed to) take their rifles with them when beeing off duty. Leaving them in the barracks, properly guarded by soldiers ON duty, would be much safer. A young woman in a bikini with an unloaded weapon protects no one, but there's always the risk that she loses her rifle or even that a terrorist or just some criminal steals it from her. A risk without any obvious benefit. Makes no sense to me.

Unless you're at the beach or within three blocks of the beach. Soldiers are not required to carry their guns around with them at home. Only to and from the base. They must however, make sure that it doesn't get stolen. So if they don't have a secure locked place to keep the gun at home, the best solution is to carry it with you.

Many, many terror attacks have been stopped, and many lives saved, by off-duty soldiers who had their rifles with them. The benefits here far outweigh the risks.

If she does not have a secure place to keep her gun safe under two locks, she has to take her gun with her,even to the beach.
