Look, it wouldn't make sense to say "police think him may have been the bomber's accomplice," rather, "police think he...." That's a way to tell if the pronoun is the subject or object (direct or inderect) if you don't have the rules of English grammar down pat. Article should read "linked to a possible second man *who* police think," not "whom." You can also write "that police think..." since you are not adding a comma after the words "second man."
