Ask THEM to apologize to Israel before protecting their behinds.

They should make a joint statement that in retrospect, the unfortunate incident did not serve the interest of either nation; that it disrupted the cordial relationship, peace and mutual assurance between the two nations; that their relationship has already suffered enough as a result of the incident and that because of the present realities in the ME, it is time that they put the incident behind them and try to move forward by working together in the interest and security of both states. The person who does not read the statement then stands and endorses the statement and hopes that both parties can find common ground to work together as they have done so well in the past. There is no apology, and there is genuine reason why they should work together AND both parties save face!

Both countries need to replace their governments (Turkey more so) in my opinion. This is when there will be a genuine restoration of ties.
