Yishai is saying that the beer tax will close down the microbreweries. The owners will go bankrupt, lose their investments and savings, they and their workers will all need unemployment payments.
The microbreweries will not be able to pay their suppliers, who will also need to lay off workers, and maybe also shut down.
#1 as viable businesses which pay taxes and employ people, the breweries bring in much more than 3.5 million NIS.
