If he steps down on the promise of sanctuary will they later be pressured to hand him over to international courts where he will be tried, found guilty and locked up or executed. The other option is Assad steps down the new regime arrests him, he gets a show trial and is then executed. His foreign bank accounts have been frozen so how much of his money will he be able to get his hands on if he goes into exile? If he stays and continues fighting he can attempt to beat them into submission and hope he can survive.
