Egypt is supposed to have big financial problems right now because of a mixture of the global economy, high unemployment and the revolution. They are asking for billions in cash handouts and huge loans from the IMF but they have all this money to invest in the military. Unlike Israel Egypt doesn't get things like submarines from Germany at a discount and German subs cannot be paid for using the $1.4 military aid it gets from the US so how will they be paid for? On the plus side of them buying Type 209s they are nowhere near as modern as some of the new design Russian & European diesel electric subs & Israel will probably be able to push Germany not to include certain systems. If they have the money for submarines and missile boats why do they need billions of dollars in cash handouts? With Egypt building up its naval power which is already much greater than Israel's and the instability caused by the arab spring its proof that we need to stop treating the navy as the poor relative of the IDF and giving them the scraps once the army and airforce have got all their new toys.

Germany has always given Israel subsidies on weapons as some kind of Holocaust repatriation fund that they help Israel out with its defense needs and that is why it got its subs at a discount. Egypt has no such agreements with Germany so they don't get subsidies.
