Assuming Israel has EMP weapons and is thinking about using them do you really think it would be worried about minor issues like what the UN would have to say to it or how it would affect Iranians? The job of the IDF is protect Israelis not be the most moral army in the world. Israel's priority is stopping Iran developing nukes and if they don't think the US will do it then I can foresee them using it, Israel has always played dirty and if harming the civilian population through power outs if it will stop Iran getting a nuke then in the eyes of the Israeli government, the IDF top brass and I imagine alot of ordinary Israelis it will be viewed as an operation well done and all those involved will be praised. I'm afraid you may have misunderstood how an EMP works. Think of tossing a stone in a body of water. Waves spread out in all directions. Now take those waves and put them in three dimensions so that now you have an expanding sphere. I have confirmed information from inside the Iranian Intelligence Service that Iran has 2-3 nuclear weapons which have been imported from China couple of years ago (before 2003) and installed on Shahab-3 missiles. They are enough to destroy Tel-Aviv. Surely Israel knows this and never uses such destructive weapons against Iran. It will be an acceptable excuse for Iran to use nuclear weapons if Israel does it.
