It might not have been their intention to destroy the pipes but a good tactic for Assad's people would actually be to target things like water pipelines,cellphone towers and cut off the electricity in rebel strongholds because those sort of things are essential for them to keep fighting in these places. Old fashioned siege tactics.

Although these tactics were used during the recent air attacks in Libya, they are war crimes. It would be interesting if Assad intentionally did it, or it was accident that someone is spinning to justify intervention.

Virtually all Assad's tactics so far could be considered war crimes so whats one more ? Seige tactics like that would probably be very effective against civilian fighters like these. I know if I was Assad and willing to do anything to stop these people who are trying to overthrow me I would probably use those sort of tactics.
