Because North Korea has overtly threatened to launch. Not even the Iranians have been that stupid, although they have made it clear that the United States is a target. Either way, the pathetic and inept occupant of the White House has proven himself -- er -- pathetic and inept.
The North Koreans are in the throes of yet another in a seemingly endless stream of famines. They'd love to stir the pot. Puts China squarely on the fence.

iran already has intercontinental ballistic missiles, in the form of its satellite launch capability, that can hit anywhere in the world, including the united states. and scaling them up to carry "bigger and better" payloads (chemical, biological, or nuclear) is relatively easy.
