Obama never ran against G.W. Bush, and he never ran against an incumbent, so I don't know what you are talking about. Moreover, it is a virtual axiom of election campaigns that the momentum always favors the incumbent, while the challenger is the underdog. The first debate focused on the economy, and that is main issue of relevance to American voters in this election. Not foreign policy. Now we don't know everything there is to know about Romney or Obama. But two things we do know. Obama is "naked" without his teleprompter. When Romney has had time to prepare, he's highly effective.
