To maintain its population ignorant and hungry, let all the latitude to the North korean Government to impose its will. The North Koreans are brainwashed.

If they were smart they would encourage people to leave. Those people would send back food and money to their families and there would be less mouths to feed. They could learn something if they would pay attention to what Mexico and some Latin American countries are doing.
