The people in Meah Shearim and the settlers are unlikely to be drunk. When dealing with rioting drunks one may be more likely to use stronger methods. I don't know about civilian oversight, but Israeli courts are more involved than in many other places, so there is definitely some recourse.

But a real court would find that the police lied and covered their asses. One of the the reasons that we have a high rate of guilty verdicts in our courts is because the judges throw out so many cases before they reach trial because they know the cops are making it up.
