It is outside the purview of IAEA to visit military sites. This is just an excuse to spy on Iran's military. Once Iran grants access to this military site, IAEA will say "we want to go there too, and there too, and here as well, and btw we suspect this site too." lol
Iran provided IAEA access to Parchin's missile site area as a confidence building measure. They took many samples and found no traces of nuclear material. These new demands are only an attempt to poke around and spy on iran's missile sites PERIOD
Iran will not fall in that trap and Iran cannot be sanctioned for it because IAEA has no legal authority to visit sites. Rules that US and others made. :)
