It's always possible that Iran, a Shia country, and Sudan, a Sunna one, work together to build weaponry, especially against Israel, the common enemy for most of the Muslim/Arabic countries in the world. But, to build high tech drones in Sudan? Maybe, but then under the complete control of the Revolutionary Guards and the MOIS.
Another reason to do it is the fact it's much easier to bring this drones near the Israeli border via Egypt (and Dimona is then more easily and quickly accessible via that country), because to smuggle drones to Syria and to the Hezbollah is with the current fight between the El Assad regime and the Sunni opposition too delicate.
Maybe they made in Khartoum only grads or upgrade grads to use from the Sinai and Gaza against Israel targets? Also a good reason for that attack.
Of course it's only pure guesswork, but it gives us a good feeling to be protected by the Tsahal, Mossad,…
