The short answer is no. To go into more detail, a court (or any court that isn't a kangaroo court) must have jurisdiction, and no international court has jurisdiction over Israel and Tunisia. If this terrorist was a US citizen, then Tunis could possibly sue in US court and get a judgment against Israel, but it's irrelevant, Israel won't pay as no one can make it. Iran just got a couple billion dollar judgment against it, but the victims who sued will never see a cent.

I wonder how Tunisia thinks such a suit would be successful. They can't really bring it in US Federal Court, for a variety of reasons, nor can they really bring it in an Israeli court...and given that those two courts are the only ones where the ruling would have any weight to it...what are they going to do? A kangaroo court in Tunisia? Yes, the entire world will definitely recognize the legitimacy of such a court's ruling.
