He's obviously oblivious to the southern quarter of his nation that seceded last year. What's important for him now is to make sure South Sudan does not make moves to capture disputed provinces from what's left of Sudan. Do not forget that it is still mostly a rural and poorly-educated country. Since when does the size of an army matter? Living in Tel Aviv, you should know that.
