"Disproportionate use of force" is a legal term that refers to use of force far greater than is needed to achieve the military objective. In this case, Israel has clearly used far LESS force than necessary to achieve its objectives, which are the cessation of rocket attacks - because it has not achieved these objectives. HAMAS, on the other hand, is using disproportionate force; it is using military grade rockets to attack civilians. There is no legal military reason to go after civilians like that, so Hamas is using entirely unnecessary force, and HAMAS is guilty of disproportionate use of force.
