Here in the UK we have an arbitration act that allows two parties to enter into binding arbitration that can then be enforeced by the civil courts. This mans two Jews can allow the beth Din to arbitrate and then the civil law can enforce the ruling. If, however, either side says the ruling contradicts UK law there can be a judicial review by a High Court judge.
