After the defeat of Germany in WW1 the economy went into meltdown. The Balfour declaration states a jewish home not a state. It also states , it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country.

Honest Zionists knew that there had to be an eventual way of living with the existing population.
