Zoabi was present when the terrorists prepared weapons, and was part of the mob that attacked and shot the soldiers. Zoabi took no action to prevent the violence or help the soldiers, action that could have prevented the deaths and saved the IDF soldiers. The reason that Zoabi is not in jail (or acquitted of wrong doing) is because AG Weinstein, in blatant contempt of a court order, refuses to bring her to trial.
