The Palestinian Authority receives 100's of millions of dollars a year from the international community that they have no incentive to make peace. Same with Hamas except Hamas receives their finances from Iran and the Gulf Arab countries. Running a country is difficult but as long as the Palestinian leaders keep the conflict going, they make a lot of money. They know they can't defeat Israel and even if Israel meets all their demands (which they won't) the Palestinian leadership will never recognize Israel and keep playing the role of the victim because it is so profitable.
