It may be true that Morocco would like to have relations with Israel and can't because of the Palestinian issue, but countries like that are few and far between. There are maybe a dozen in total (a high estimate), like Malaysia, Indonesia, Mauritania, etc. and we saw many of these on the eve of the Oslo Accords. However, getting ties with a few third world countries is not nearly worth it for the compromises they expect us to make. We have enough partners in the other ~190 countries that we don't need these to be successful.
