As an "Israeli woman", whatever that means to you, I think it's disgusting to judge a girl in that situation. She is all alone on a bus with fanatics. Fear is paralyzing, and she could have easily been physically abused as well - there was no way for her to know at that time. Judging her for not "beating them all up" (what does that even mean?!) makes you as violent as those passengers.

I think bus drivers should be trained to react in these situations and stop the bus and insist that people behave themselves of leave. This is bullying and therefore unacceptable behaviour. I recently flew from Tel Aviv and was unfortunatley seated next to a haredi girl, while her mother was seated a few seats in front of us. I could sense she was extremely uncomfortable sitting next me, as she most likely found me extremely (I could have been her saba age wise) attractive and she probably feared that she would most likely have difficulty controlling her natural urges. After some hurried whispering between the girl and her mom, she asked me VERY politely if I would mind switching seats so she and her mom could sit together. Of course, she couldn't tell me the REAL reason she didn't want to sit next to me, and out of fear of being sexually harrassed for 4 and a half hours, I gladly agreed to switch seats. I think I would have had a very difficult flight and a lot of explaining to my wife if I had refused. But at least she was polite about asking.
