The officer involved, the father of the girl, should have disqualified himself as a judge under the circumstances.
2. Officers' Daughters

Enlisted soldiers should never interact with officers (or their immediate family) in a social setting. This is rule #1 in almost ever military around the world. This has less to do with social class and much more to do with organizational clarity and chain of command. There is a certain discipline that must be kept. The article does not say if the enlisted soldiers were men, but if they are, then this rule applies even more narrowly to them, in light of the fact that they were hanging out with female family members of officers. Absolutely no excuse for this. The military prosecutors can call the charges what they may, but the sentence is pragmatic and just.
3. Limited social exposure.

The daughters benefited from the soldiers' large City experience. And I am sure they enjoyed soldiers' company, alcohol or not. Seems like the penalty was excessively harsh.
4. Enlisteds want to destroy the daughters of officers in

some sort of vendetta to get even for perceived wrongs of the fathers' authority. I can't count the number of officers' daughters who were raped by enlisteds the fathers trusted their daughters with. Some married the defiled daughters and others did not. It is a way to destroy the command structure by attacking the loved ones of the officers. Girls should not date until they are ready to get married and then they should date only those who are willing to marry and have the financial means to marry and provide for a family. The dates should be with a chaperone to protect the females' chastity before marriage. That used to be common sense.
5. IDF disgrace

Things like this are a disgrace to the IDF. Other armies are generally low quality people, but the IDF should show better actions than this.
6. Strange Story
EGGM ,   Petah Tikva, Israel   (01.15.13)
For those unfamiliar with IDF procedures in such cases: these soldiers were not tried in a court but in a disciplinary action. Unlike court cases that can drag on for years, disciplinary cases are solved immediately and the greatest delay can be about one week if the solider asks to be tried by a higher-ranking officer. So the soldiers' claims after an entire year are very strange. It is likely that because they were with the officers' families in a social setting, they believed they would get punished at all by the same officer (this is normal in disciplinary hearings in the IDF), but instead they got a relatively harsh punishment (possibly the harshest that the said officer can hand out—in my day it was 28 days but I think it was shortened). However, in cases like this, soldiers turn to the higher-ups immediately, or to the corps commanding officer. They get a reply within 4 days (except in very rare special circumstances). When you complain after a year, that's just silly. Every soldier knows this. So I don't really understand what's up with the story, it's very strange.
7. When I lived in Japan a beautiful cheerleader daughter
Rivkah   (01.15.13)
of a US Army Colonel went on a date with a US Marine and was raped and pregnant at 14 years of age at Camp Zama, Japan, Jean Phelps. The US Marine Corporal was honorable enough to marry his prey but when she was in the hospital giving birth to their child, he was not at the hospital. He left and showed up at Colonel Phelps' quarters where I was babysitting the Phelps' seven year old daughter. With his wife in the hospital and her parents with her, the rapist of their daughter tried to attack me. I shoved the seven year old into a room and locked the door until the parents came home and I never baby sat for them again. That is the horror of officers letting their daughters date enlisteds. Jean Phelps was a child herself with a baby and was so depressed she could not cope, so her mother would take the Japanese maid to the little apartment where Jean and the enlisted lived in Japan to clean for her since Jean could not cope, being a child herself. Keep the enlisteds away from chilldren. They are hot to trot and want to destroy children.

quite differently and calls me Solomon in the ELS Scripture code matrix of my name and birthyear and the word Navy since I was in the US Navy. Your opinion is not in the league of HaShem's. I respect HaShem's opinion more than yours as high as the heavens are above the Earth.
