Two groups claim private ownership of E1 - Bedouin, who are nomadic and do not actually own land, legally or inherently; and near-by Arab villages which claim it belongs to them though no municipal plan is on file stating their goal of natural expansion for village families. Guess it couldn't have been so important if Arafat signed it away through Oslo Accords and subsequent negotiations over large settlement blocs and connecting land.

It seems very poorly advised to invite the world's criticism and inviting in the perpetual arab rages, of Israel's plans for it's building, protections and growth... STOP telling the world...and inviting in terrorist clashes. It's no one's business what Israel "PLANS to build" or when...it is a strategic decision and should be a security item of non disclosure and secrecy! when Israel plans, it's nobodies business but Israelis....
