Sorry No.6 to try & inform you but an individual can sue or damages in almost all countries. However only governments can charge individuals with criminal matters. The bombing should be a criminal matter but the Argentine Government won;t act.
So since the Argentine Government is not interested in criminal justice being done the only option is a civil suit. The end result is the same the guilty are exposed.
