But that claim is clearly false, as exceptions are made all the time. Most PA Arabs prefer to study at their own universities (some built by Israelis after '67) or in Jordan. Also note that, except for "International" programs, the language of instruction at most Israeli universities is Hebrew. But PA Arabs are a major presence at places like the Arava Institute, and PA medical professionals train and practice at Hadassah Hospital.
