Egypt. Of course, Egyptian lawyers can concoct all kinds of purportedly legal theories to support their absurd claims to Eilat under international law but... it won't work. Under international law Eilat belongs to Israel. The settlements, however, don't and it doesn't matter how many legal theories we spin.

Only during Ottoman Times was there control over Eilat by the same powers having control over Cairo.
Eilat was part of the British Mandate awarded to Jews in 1922, and it was part of the 1947 Partition Plan by the UN.
Cairo has as much claim to Eilat as they do to the Vatican.
