Definitely should not reproduce, but at least he has a good brother who managed to take the baby to the hospital, so evolution still applies via a viable part of the family tree. Still, the guy should be forbidden from having any more children. I'm guessing he did not go to the army or do national service as well. Probably could have prevented his current personality.
