How can Israel rely on UN Peace Processes? No chance

Thought South Lebanon was always in the hands of Hezbollah anyway, so what difference will withdrawal of Lebanese army make? Are they anticpating events and moving out of harms way? They haven't stopped the weapons build ups by Hezbollah,nor have UNIFIL. At least Israel is preparing for any eventuality in the north.
