The FACT is Israel has not been able to prevent Hezbollah arming with thousands of rockets. Netanyahu will not be able to stop it, it will just mean that it will take Hezbollah a week to get 7 rockets rather than just a day. Instead of mass transport they will revert to the system that was so successful before.
